Yala National Park is the second largest national park in Sri Lanka and is one of the most visited national parks in the country. Yala is an ideal place to spot the “big four” of Sri Lankan wildlife; the leopard, the shaggy coated sloth bear, the Asian elephant and the wild buffalo. The vast areas of flooded grass land is also home to the spotted deer, sambar, wild boar, jackal, peacocks, crocodiles, mongoose and many other. The birdlife is fantastic too. Numerous species such as rosy starlings, paradise flycatcher, crested hawk eagle, blue-tailed bee-eater and common flora inhabit this natural wilderness.

Lush green carpets of grass, towering trees and exotic flowers welcome you at the Mirijjawila Botanical Gardens leaving a first-hand experience of nature. The prime purpose of setting up this botanical garden is to conserve the thinning number of trees specific to dry lands and plants of medicinal importance. One can hire a vehicle and even take a guided tour which would be more informative as the guides have thorough knowledge about the flora collection.

For a change you are the one in a cage; a covered coach lets you observe the animals as they appear to be in their natural habitat. The park area is divided into six zones with four zones dedicated to carnivorous animals and two zones dedicated to herbivores animals. African lions, Asian elephants, zebras, giraffes, Bactrian camels, Arabian Oryx, Lechwe, Indian blue bulls, African cape buffaloes and large birds such as ostriches are found in the park. The first ever open safari park in Sri Lanka.

For ships plying the East-West route, Hambantota International Port is located mid-way between Singapore and Fujaira, which supply over 60 million tonnes of fuel per year. Given the distance between these two ports, Hambantota is an ideal location for ships to make a bunkering call. In order to meet this demand, HIP is actively engaged in improving the quality and quantity of bunker fuel, as well as safe and efficient delivery.

HIP has also ensured that its bunkering operations conform to the International Maritime Organisation’s 2020 regulations on reducing sulphur oxide (SOx) emissions. The Bunkering Facility and Tank Farm at Hambantota consists of 14 tanks with a total storage capacity of 80,000 m3. This includes individual storage capacities of 51,000 m3 of VLSFO and 23,000 m3 of MDO/MGO and 6,000 m3 for LPG.

These facilities have been constructed approximately 1.2 km from the waterfront, and are connected to the oil terminal through a pipeline. The tank farm also consists of an oil blending facility, fuel testing facility, firefighting equipment, weigh bridge and truck loading facility. The two oil terminals at HIP have a total of 10 loading arms - 2 for LPG and 8 for bunkering, which facilitate ease of loading and unloading to and from the storage tanks. HIP can be considered a one-stop port to call, as vessels can refuel and load cargo, conduct repairs, clean and lay-by.

Hambantota International Port has great potential in energy services due to its location in the Indian Ocean rim, where 50% of the world’s maritime oil is traded. HIP’s LPG and future LNG operations are sure to cement the port’s position as an energy hub in the region. Some of the factors in our favour include:

Bunkering

HIP has entered into a strategic partnership with Sinopec, which is a subsidiary of Sinopec Group - China’s largest oil and petrochemical products supplier, with storage capacity exceeding one million cubic meters, in addition to operating in 40 key ports worldwide. Sinopec Fuel trading company was established in partnership with British Petroleum in Singapore in 2015. Sinopec’s clientele are spread across more than 30 countries globally.

 

PETROLEUM LABORATORY AT HAMBANTOTA INTERNATIONAL PORT

With a long track record of experience and success, Intertek has provided professional cargo inspection services since 1885, having started under the name Caleb Brett. Intertek Caleb Brett is known for its expertise in qualitative and quantitative analytical assessment services to the oil and gas, chemical, and other commodities’ markets.

The local arm of the well-defined Caleb Brett service portfolio covers but not limited to providing solutions like bunker fuel testing, crude oil assay, tank gauging, product sampling, LPG & LNG inspection and testing, analytical services for oil and petrochemicals, metering and calibration, auto-sampling, elemental trace analysis, global sample forwarding, oil condition monitoring, on-board vessel quantity survey, ship to ship transfers etc., while conforming to the accepted national and international industry standards such as ASTM, ISO, IP, UOP.

Recognizing the strategic importance and future potential of the Hambantota International Port, and as an expansion to the Caleb Brett inspection and testing services of Intertek Sri Lanka, a new state-of-the-art petroleum laboratory was set-up in year 2021, following a 10-year partnership between Intertek Sri Lanka and HIPG.

The partnership grants Intertek Sri Lanka to cater for marine vessels calling on Hambantota International Port facility. This is the only internationally recognized and Accredited private petroleum testing laboratory in Sri Lanka and is the only fully qualified lab in Sri Lanka to test IMO 2020 global Sulphur protocol.

The facility is equipped with the latest hi-tech instruments to provide a better analytical service to the customers. ICP-OES, Hydrogen Sulphur Analyzer by IP570 (one and only instrument in Sri Lanka to analyze bunker fuels for H2S), FTIR, ED-XRF, Distillation Apparatus and Automatic Titrator are such few instruments.

The laboratory comprises of IFIA certified inspectors and a dedicated, qualified, and experienced laboratory team who are skilled in quality control, trouble shooting and research activities. The team brings an extensive knowledge in handling multitude loading and discharge operations for major traders and oil majors. Through this facility clients can get fuel oil, marine diesel and marine gas oils tested efficiently and with ease, according to ISO 8217:2017 at the bunker terminal site.

This new facility allows to cater with the fastest turnaround times, accurate results and high-quality test reports in the region. The laboratory is also a great example of Intertek Caleb Brett’s commitment in expanding the network to better serve the needs of their customers while staying committed to the relationships already established in the industry.

Liquefied Petroleum Gas (LPG)

HIP provides a wide range of client and industry-specific services such as bunkering, ship repairs, ship chandling, sea marshals, underwater services, surveys and crew changes. Timely and professional provision of these services ensure that customer fleets remain in operational condition at all times.

Ship Repair

HIP has a collaborative partnership with Colombo Dockyard PLC (CDPLC) Sri Lanka's leading ship repair, ship building, heavy engineering and offshore engineering facility. Colombo Dockyard has been in partnership with Onomichi Dockyard Co. Ltd Japan since 1993, and holds ISO 9001-2015 accreditation, in addition to quality certification by Lloyd's Register Quality Assurance. This partnership enables us to provide ships with superior afloat ship repair services.

Ship Chandlers

Ship chandlers perform the essential function of supplying required commodities for a shipping vessel and its crew. HIP provides service boats for off port limits (OPL) services for ship chandling, which require a high level of efficiency, as well as short time-frames.

Crew Handling

The critical role played by seafarers in global seaborne trade requires us, as a responsible organization, to safeguard their health and safety, while also assuring the protection and well-being of the country’s population. We strictly abide by the International Maritime Organisation’s framework of protocols, and guidelines issued by Ministry of Health and Ministry of Defense. Crew changes are carried out under the supervision of Sri Lanka Navy.

LSFO / HSFO Bunkering / De-bunkering and Shore Reception Facilities for Sludge and EGCS Residue

  • 'Bunker fuel’ used by ships, is among the worst pollutants on earth. According to The Lancet, one of the world's oldest and best-known, peer-reviewed general medical journals, “… a study estimated that ship-related pollution is responsible globally for about 400 000 premature deaths from lung cancer and cardiovascular disease, and 14 million childhood asthma cases each year”. Hence, the implementation of the IMO 2020 Sulphur Cap, which restricts ship fuel to a maximum sulfur content of 0.5% is a step in the right direction. As a result, vessels are left with either of the following options.
    •  Use of fuel oil which is inherently low in its Sulphur contents (0.5% m/m)     
    • Limit the air pollution by installing a closed looped exhaust gas cleaning systems (EGCS)
  • HIP is perfectly positioned as a one-stop-solution for both above options through our Energy Services which are being designed and developed for handling LSFO/HSFO bunkering and de-bunkering of HSFO. We also have shore reception facilities for Sludge and EGCS residue.

Supply of Fresh Water

Ships require frequent supplies of fresh water in large quantities, in order to avoid contamination and the resultant outbreaks of disease onboard. HIP receives high quality purified and treated potable water directly from the municipality. Special measures are in place for ensuring the quality of fresh water after it enters the port, and before it is supplied to ships.

Towage

Our fleet of modern tugs is manned by dedicated and experienced crew. The present fleet consists of 04 Azimuth Stern Drive tugs with bollard pull of 65 tons. These tugs are equipped with firefighting capabilities. HIP can assist ships with towage/NUC movements, standby tug duties and escorting of towage on an exclusive basis.

Ship Lay-up

It is important to maintain and repair vessels in order to ensure optimization of vessel efficiency, operational efficiency and safe passage. In this regard, we offer safe sites for hot or cold lay-ups, which will ensure crew safety, vessel security and protection to the environment, as well as preserving the vessel’s structure, by protecting against corrosive environment and machinery wear and tear. Lay-up facilities are provided subject to berth availability. These are available at berth and at anchorage, at competitive rates. All safety precautions will be in place during the lay-up period.

We also have in place a strong vendor network covering small and medium supplies to major ship repairs, in addition to offering fresh water, and all types of waste removal.

Marine Emergency Response

HIP has a fleet of External Firefighting (FIFI) tugs and rescue tugs, which are manned and on standby around the clock. We are able to meet oil spill contingencies, chemical spill contingencies and all other emergencies within the region. These can be arranged at short notice. We also have a dedicated Emergency Response Unit that is well trained, experienced, and on standby: ready to be deployed when required.

Traffic control/Port Control is one of our specializations, and is also a highly essential component of our service offer. We have highly Qualified Pilots and Traffic controllers, who are equipped with the latest software and hardware to ensure a smooth and a safe passage through the channels.

Port Investment Services

The Port Investment Services responsibility lies with generating export oriented Foreign Direct Investment (FDI) projects for the port industrial park, encompassing an extent of 228 acres of land for industries to build and operate their business in addition to carrying out property management for the Maritime Center. Port Related businesses and industries benefit on time-savings and minimum logistic costs as they have easy access to the port services for those engaging in imports and exports for their business. We also offer corporate office spaces at the Hambantota Maritime Center for prospective tenants who wish to engage their business from the Hambantota Port.

The Industrial Park

The Port Industrial Park holds a little over two square kilometers of dedicated land, which is made available for the setup of business and industries. Having the Hambantota Port declared as a free-port, eases financial burdens in today’s fast moving day and age for shippers and manufacturers to manage their cargo movement on import, export and re-export. The Port Industrial Park follows and replicates the success of China Merchants Port’s strategic ‘PPC’ or Port, Park & City model, which was first effectively implemented in the renowned industrial zone - Shekou in Shenzhen, in the People’s Republic of China. This model has enabled investors to benefit from considerable savings in cost and time as a result of having the port within close proximity to their manufacturing plant

The industrial park has demarcated and classified 3 industry clusters such as Heavy Industries, Light Industries and Food processing industries. This demarcation is indicated on the diagram below and also shows the land area allocated for each cluster.

HIP welcomes the setting up of any manufacturing industry that’s geared towards exports in the Hambantota International port Industrial park, provided it conforms to the Investment, Environment Laws and Policies of the Government of Sri Lanka. Heavy polluting Industries such as coal and cement manufacturing will not be allowed.

Investor Facilitation

A dedicated project committee screens investment projects to ensure that all project criteria are met and the project processes fall within the regulated environmental framework. Projects that meet the required criteria are channeled to the Board of Investment of Sri Lanka and other relevant government agencies for project approval.

Screening and approval of investment proposals are carried out in collaboration with the Board of Investment, which is the national agency tasked with promoting and facilitating foreign direct investment within Sri Lanka.
